The two Houses of the State Legislature have signed a Memorandum of Understanding (MoU) with National Informatics Centre (NIC) for developing National e-Vidhan application (app) to digitise operations of Karnataka Legislative Assembly and Karnataka Legislative Council.
Speaking to press persons in Mangaluru on June 2, Assembly Speaker U. T. Khader said the cost of developing e-Vidhan application to cover Legislative Assembly proceedings in Bengaluru and Belagavi is estimated at ₹78 crore, while the application for Legislative Council is estimated at ₹52 crore.
About 60% of the project cost is set to be covered by the Union Government while the remaining 40% will be borne by the State Government. A committee of officials from the two Houses have been formed to oversee development of the e-Vidhan application.
Digitalisation, he said, will ease the way for legislators to ask questions during the sessions. Instead of physical submission of questions, legislators can send the questions through e-mail using their i-pads, and get a response from the ministries concerned. It will also make it easy for legislative Houses to place proposed Bills before people, and get their opinion. The content in the library of the legislative Houses will be made available in digital form.
Mr. Khader said a separate software application is being developed to help legislators record their attendance using their mobile phone, or i-pad.
Apart from this, he said, two kiosks will be placed on each floor of Vidhana Soudha to help people locate offices of ministers and of different departments.
