Minister for Commercial Taxes and Registration D. Logesh Tamilselvan, on Tuesday (July 7, 2026), said online registration of specific documents from anywhere, at any time, will be rolled out on August 17 under the ‘Anywhere Registration’ initiative.
A Government Order (G.O.) to this effect was issued on Tuesday. It said the first sale of plots (by plot promoters) and the first sale of flats (by builders), along with the consecutive deposit of title deeds, will be brought under presenceless registration with effect from August 17 as part of phase I of the ‘Anywhere Registration’ initiative. This is part of the implementation of Simplified and Transparent Administration of Registration (STAR) 3.0, which will replace the existing STAR 2.0 with innovative, cutting-edge technologies.
Speaking to reporters after chairing a meeting with officials of the Registration Department in Chennai, the Minister said once a document submitted by a user is approved by the sub-registrar, the digitally signed document can be downloaded through the online portal. Measures are underway to enable users to create login credentials on the Registration Department portal.
He said a UIDAI-approved L1 fingerprint scanner, an iris scanner and a webcam would be required for the online registration process. He also said if any queries are raised by the sub-registrar with respect to the submitted documents, the user will be given a 30-day period to respond online, after which the registration will be cleared based on validation.
To implement the new system, the government conducted capacity-building programmes for stakeholders on June 10 and 12, including bankers, NBFCs, document writers, advocates, and CREDAI representatives, the G.O. said.
Further, the Registration Department will roll out a toll-free number through which members of the public can lodge their grievances, and these will be addressed promptly, the Minister said, adding that the department has set a target of generating ₹31,000 crore in revenue this year.
Within a short period after the new government assumed office, transfer orders have been issued for sub-registrars. A total of 259 sub-registrars have been transferred and posted. Steps are being taken to promptly fill vacancies, he said.
While chairing a review meeting of the Registration Department on July 6, Chief Minister C. Joseph Vijay gave specific instructions that there should not be any inconvenience to the public visiting sub-registrar offices, Mr. Tamilselvan said.
Further, the Minister urged the public to approach sub-registrars and officers of the Registration Department for any queries and not deal with intermediaries.
