Bihar CM urges Ministers, Legislators to use AI extensively for development, outreach

Bihar Chief Minister Samrat Choudhary on Thursday (August 6, 2026) urged Ministers and legislators to use Artificial Intelligence (AI) and digital technology extensively for “better public outreach and balanced development” in their respective constituencies.

“All Ministers and legislators should use AI and digital technologies extensively for better public outreach and for ensuring balanced development in their constituencies or areas,” the Bharatiya Janata Party (BJP) leader said, addressing a State government event on ‘AI awareness and Chief Minister’s Area Development Scheme orientation programme for Bihar legislators’ at the Bihar Assembly complex in Patna.

“AI should be used in preparing estimates for development projects,” he added.

“The Bihar government is already using AI in implementing welfare programmes, and is in the process of providing ration cards to nearly one crore eligible beneficiaries,” Mr. Choudhary said, adding that “a digital survey of farmers is also underway in the State”.

“Not only legislators, Assembly employees and staff too must be provided regular training in digital technology,. Mr. Choudhary told Bihar Assembly Speaker Prem Kumar. Training programmes are planned every two months for staff and employees to keep them updated on the latest in digital technology.

“AI is not the future but the need of the present time. Therefore, we should include AI in our life and work culture for working more effectively and transparently,” he said. “It’s not a time to stay away from technology but to learn and own it. If one has to move ahead with the changing world, he or she should make new technologies a part and parcel of his or her life,” Mr. Choudhary said.

“Today, it is not only sufficient to run a computer but staff should also have good knowledge of social media and digital platforms,” he added.

“If a legislator’s staff or employee is not more literate than him in AI or digital technology, he should not be there…the staff or employee must have more knowledge of technology than the legislator,” the CM said, amid applause from the audience.

Mr. Choudhary also cited a recent example. “An estimate prepared by the Building Construction Department was reviewed with AI and the project cost was reduced by 5% to 7%. The amount saved could be used for other development works,” he said.

He also advised legislators to effectively use “technology-based monitoring systems” to “ensure successful and effective implementation of welfare schemes”. “They (the legislators and their associates) should always keep pace with technological advancements to improve public service,” he said.

Weather centres in all panchayats in Bihar had been providing accurate weather forecasts to aid farmers and rural development, he said. “Modern technology could strengthen democratic institutions in the State,” he added.

Mr. Choudhary also launched a portal for monitoring projects under the Chief Minister’s Area Development Scheme. “Through this [portal], transparency in the implementation of welfare schemes will increase and legislators will easy get information on development works underway in their constituencies,” the Bihar CM said.
