Challenges in Telangana’s Indiramma houses construction, dilapidated housing societies in Hyderabad raised in Assembly

Escalating cost of construction material which increases the expenditure for building an Indiramma House beyond the ₹5 lakh subsidy issued by Telangana government, difficulty in raising initial amount to lay foundation for the houses and the need for repairs or replacement of dilapidated housing societies in Hyderabad were brought up by MLAs on the fourth day of Telangana Legislative Assembly session.

Responding to them, Housing and Revenue Minister Ponguleti Srinivas Reddy said on Thursday (September 10, 2026) that an MoU was recently signed to provide 50kg cement bags for ₹230 to people for construction, instead of market price of ₹ 310-320. Soon, a similar measure will be taken for steel.

While 4.5 lakh houses would be provided under the first phase of Indiramma, 2.5 lakh houses would be provided under the second phase with 2,000 in each constituency.

All India Majlis-e-Ittehadul Muslimeen (AIMIM) Floor Leader Akbaruddin Owaisi said that new buildings were required in place of a few existing housing societies in the city as they were dilapidated. Responding to this, Mr. Reddy said that the replacement is needed in some housing societies.

Munugode MLA Komatireddy Rajagopal Reddy said that construction of an Indiramma house takes not less than ₹10 lakh as the material cost has increased and people have decried taking loans or mortgaging property to raise money for construction. He asked if more than ₹5 lakh subsidy would be provided, when other MLAs contended that modest houses can be built with the subsidy amount.

The Housing Minister said that there are nearly 59,000 huts across the State and the Cabinet has decided to make TG hut-free. People living in such houses were given priority under the second phase of Indiramma. Out of the 2,000 houses in each constituency under the second phase, 500 would be sanctioned to people who have already started constructing houses with their own money but left it midway. He assured that the government would examine if the subsidy is insufficient.

Regarding the issue in raising the initial amount, he said that an advance amount of ₹1 lakh is provided by Self Help Groups (SHG) if beneficiaries are members.

He said that nearly 3,200 houses construction were stalled due to various reasons. The issue would be addressed by end of the week.

While ₹22,500 crore is needed for the 4.5 lakh houses under the first phase, ₹11,000 for 2.5 lakh houses under the second phase and ₹5,500 crore for the one lakh houses proposed to be constructed in Hyderabad (CURE) limits. Altogether, the government would bear expenditure of ₹39,000 crore for the eight lakh houses. The government is positive to provide houses under third and fourth phases too, the Minister said.
