The best part of the film is not what will happen — the title and trailer make that clear — but the how. Bringing a love story to a time when audiences have become accustomed to celebrating hatred and othering is itself an act of rebellion, even a political gesture. Imtiaz Ali, along with Naseeruddin Shah and Diljit Dosanjh, breaks your heart to mend it again.

Ultimately, Governor is a film about a government taking difficult decisions to stabilise an economy three-and-a-half decades ago. Those events undoubtedly deserve historical recognition. But recognition alone does not make compelling cinema. Art is supposed to ask questions, challenge assumptions and provoke debate.Ironically, Governor leaves audiences with plenty of questions. The problem is that none of them are the questions the film itself seems interested in asking.
