Bihar CM Samrat Choudhary announces the establishment of Bihar’s first women’s university

Bihar Chief Minister Samrat Choudhary on Thursday (August 27, 2026) announced that a women’s university would be established in Bihar, where all officials and staff from top to bottom would be women.

“Everyone, from the Vice-Chancellor to professors, employees, and students, will be women. Bihar will prosper and India will become a developed nation only when women prosper,”Mr. Choudhary said while addressing a programme organised by the Rural Development Department with the theme ‘Viksit Bharat-Samridh Bihar’ (Developed India-Prosperous Bihar) and ‘Behnon ka Samman, Sarkar ki Pehchan’ (Respect for Sisters, Identity of the Government) on the eve of Raksha Bandhan.

He said that the institution would be envisioned as a centre for women’s education, leadership and empowerment, providing an environment in which young women could develop both academic qualification and professional confidence.

“This University will give the daughters of Bihar a new horizon for their dreams. Along with education, it will promote leadership, along with skills, confidence and along with knowledge, self-reliance, “Mr. Choudhary said.

He extended his heartfelt greetings and best wishes to all the sisters of Bihar on the eve of Raksha Bandhan.

During the event, the Chief Minister transferred ₹600 crore via Direct Benefit Transfer (DBT) into the bank accounts of 5 lakh female beneficiaries under the ‘Mukhyamantri Mahila Rojgar Yojana’ (Chief Minister’s Women’s Employment Scheme). Additionally, loans were distributed to 10,000 beneficiaries from the ‘Jeevika Nidhi’ fund. Construction work for 112 rural markets (’Haats’) was also launched under the ‘Viksit Bharat-Gramin Haat Yojana’.

Meanwhile, the Bihar government today also agreed to the main demand of protesting students for conducting Teacher Recruitment Examination-4 (TRE-4) in a single phase.

“The government has been serious about the students’ demands from the very beginning. Now, a decision has been taken regarding the students’ demands that this year’s TRE-4 examination will be conducted in a single phase. Along with this, 9 other important decisions have also been made. The state government has constituted a “Special Expert Committee on Examination Reforms” to provide recommendations for improvements in various examinations,”Mr. Choudhary wrote on social media account X while sharing the information.

He further wrote, “This committee, chaired by a judge of the Patna High Court, will also hear students’ complaints related to various examinations. The government has launched a “Student Assistance Portal” and “Student Assistance Camps” for the prompt resolution of students’ problems and complaints. Through these, solutions to students’ problems are being provided within 30 days. The government is always committed to the welfare of students and their bright future.”

The other demands the state government agreed to are the transparent investigation of the 70th BPSC exam by an inquiry committee, the timely conduct of all recruitment exams by the Bihar Staff Selection Commission (BSSC), the investigation into the recruitment exam for 1,799 Sub-Inspectors, and the conduct of the Bihar Eligibility Test (BET) before Assistant Professor recruitment.

Government also decided to promptly initiate the necessary steps to commence the recruitment process for Librarians in accordance with the available vacancies. It has also been decided to constitute a high-level committee to deliberate—in light of government provisions—on the matter of allocating a separate quota for contractual employees regarding the marks and weightage awarded to them in Bihar government recruitment processes.

In the meeting between the student delegation and the education department, they reached a consensus to proceed in accordance with the rules and the legal advice received from experts regarding the implementation of a maximum domicile policy across all recruitment processes in Bihar.

It also includes necessary action in accordance with the rules being taken by the Economic Offences Unit (EOU) for an impartial investigation into the paper leaks of examinations such as Assistant Education Development Officer (AEDO) and Sanitary Inspector, conducted by the BPSC.

A consensus was reached expressing a commitment to ensure transparency, fairness, and accountability in all competitive examinations. Following the decision, the student delegation unanimously decided to call off the agitation.
