The first meeting of the Chief Minister C. Joseph Vijay-led Tamil Nadu Cabinet held at the Secretariat in Chennai on Friday (June 5, 2026) outlined 436 vision statements of the new government under the ‘Vetri Tamizhagam Vision Document’, encompassing many of the poll promises made by the Tamilaga Vettri Kazhagam (TVK) in the run-up to the 2026 Assembly elections.

The vision document is broadly divided into 10 “pillars” based on sections of the Tirukkural such as Aram, Porul, and Inbam, and classified into 54 sub-pillars. The pillars include Tamil identity and pride, dignified living and social security, women’s welfare, youth welfare, welfare of farmers, agricultural labourers and fishermen, world-class education, prosperous Tamil Nadu, healthcare and environment, world-class infrastructure, and people’s government through honest and transparent governance.

Briefing journalists after the Cabinet meeting, Minister for Energy Resources and Law R. Nirmalkumar said specific targets had been set for each department. The 436 specific vision statements have been divided among 35 departments. Broad aspects outlining the direction in which each department should function were discussed during the meeting. Every department would draft a detailed action plan with specific timelines within which these objectives could be implemented, he said.

On Mekedatu project

To a question on whether the Karnataka government’s proposal to construct a balancing reservoir across the Cauvery at Mekedatu was discussed in the Cabinet meeting, Mr. Nirmalkumar said the stand of the Tamil Nadu government remains that it would leave no stone unturned in taking all legal measures to prevent the construction.

Asked if any discussion was held regarding the proposed greenfield airport project in Parandur, Mr. Nirmalkumar said there was no discussion in this regard. The Minister also said since the new government assumed office, strict measures have been taken to curb narcotic drug abuse and sale of gutka.

According to sources, the Chief Minister had instructed Ministers to work towards fulfilling the poll promises made during the elections through specific targets outlined in the vision document and ensure clean and accountable governance.
